Greenup County passes 2nd Amendment Sanctuary Resolution

The Greenup County Fiscal Court approved a Second Amendment Sanctuary resolution at a packed meeting on Tuesday.

The highly vocal standing-room-only crowd was overwhelmingly in favor of the resolution.

Crowds spilled out into the hall and children were seated on the floor at the raucous meeting.

The resolution pledges not to enforce laws that some feel violate the constitutionally guaranteed right to keep and bear arms. Those laws include background checks, red flag laws, and limits on ‘assault rifles.’

“It’s not a gun issue, it’s a moral issue,” said County Commissioner Tony Quillen.

Commissioners Earnie Duty and Andrew Imel joined him in voting in favor of the resolution.

County Judge-Executive Robert Carpenter attempted to abstain but was shouted down by the crowd and later changed his vote to “yes.” He said he was hesitant because of the legality of the issue.

“I like guns. I hope everybody owns them,” Carpenter said.

“The one thing they’re trying to scare us on is the legality, folks,” said Quillen. “If this were to go to the Kentucky Supreme Court or Federal Supreme Court, there’s deep pockets out there that would more than fund any legal issues.”

Such resolutions are usually considered to be in violation of both State and Federal laws which require counties and municipalities to follow their rules.
