Just before 10 am on Friday, a Dexter Avenue caller reported that a man with a long history of arrests for drugs, probation violation, theft, disorderly conduct, and other charges was in the area “tweaking.” Additionally, the caller said the man and several companions had set up tents on a vacant property.
Officers noted a small homeless camp set up behind 1817 Dexter and contacted Code Enforcement. The campers were not present, so Code Enforcement decided to condemn the house and cite the owner for uncut grass.
Early Sunday morning, the man’s former girlfriend flagged down an officer to say he had assaulted her and was now headed towards Speedway on a bicycle. Officers noted she had marks on her.
Police checked the Dexter Avenue campsite for the man and eventually caught up with him at a home on Mabert Road.

The homeowner said the man was inside but unwilling to come out. Officers took Jerry Holsinger into custody for assault. This was his 34th time in the Scioto County Jail.
Holsinger remains in jail without bond.
